Senior Buyer Planner

A Medical Device client in Orange County, is looking to identify and hire a Senior Buyer Planner.  Using a product designed by a Nobel Prize winning Scientist, our client is on the forefront of ground-breaking technology that will improve the quality of lens’ post-eye surgery.  This position is primary responsible for planning and procurement activity of inventory materials and MRO utilizing QAD MFG/PRO ERP suite for optics, opto-mechanical, packaging, electronics, electro-mechanical, medical disposables, fabricated and machined metal, castings, molded plastics, equipment and other materials and supplies for the Company.  Responsibilities also include the development and maintain of supplier partnerships, risk mitigation plans, sourcing strategies, ensuring continuity of supply at the best quality and price to support production and R&D development.


The Senior Buyer will be responsible for, but not limited to:

  • Implementing, maintaining MRP production plan and coordinating changes to demand with departments affected.
  • Implementing production schedule changes into MRP using released procedures and guidelines.
  • Performing all duties required to complete purchasing activities and to complete the work order processing.
  • Ensuring item master is set up properly to drive material requirements effectively working with manufacturing.
  • Maintaining MRP, ensuring materials requirements are driving to approved forecast / material plan.
  • Performing all duties required to assist in processing work orders for components and sub-assemblies in QAD.
  • Maintaining a working knowledge and specific ERP system process development in the areas of material management and purchasing.
  • Working with Manufacturing, Suppliers and Engineering to coordinate & complete ECO implementation, phase in phase out activities and multiple design changes.
  • Reducing lead times, coordinating movement of material from MRB, RTS or RWK locations in a timely working with cross functional group (Quality and Engineers).
  • Managing VMI program of common use hardware and lab supplies.
  • Planning and executing all procurement / planning activity utilizing MRP and other methods to ensure best price, highest quality and on time delivery.
  • Managing complex contracts for Kanban’s high dollar, and high-risk items.
  • Coordinating all activities related to planning and procurement of the commodity beginning with intent to purchase through delivery.
  • Identifying potential suppliers to determine if they meet the specified requirements, advising management on the appropriate supplier to be used. Engaging with cross functional teams to complete new supplier qualification plan.
  • Analyzing requirements to include, but not limited to, price analyses, negotiations, preferred suppliers, the optimum quality and quantity, and schedule requirements.
  • Conducting supplier meetings with internal customers as required, including audits, assessments and business reviews.
  • Preparing supplier report cards and metrics for supplier performance monitoring.
  • Assuring that material is delivered on schedule, at the negotiated price, and meets specifications and quality requirements.
  • Planning, organizing and controlling activities related to management of a global supply chain.
  • Developing supply base to reduce number of suppliers to ensure highest quality and lowest cost to support development and production builds.
  • Implementing Kanban, JIT strategies to support build plans to minimize inventory and risk.
  • Maintaining timely control of orders, amendments, contracts, shipping notices and other documents to assure accurate retention of records.
  • Coordinating all supplier activity to develop partnerships and risk mitigation activities to ensure continuity of supply at the best price and quality.
  • Maintaining department procedures and work instructions within QMS system to ensure compliance and pass audits.
  • Participating MRB teams to disposition non-conforming material, manage replacement, and monitor supplier’s performances.
  • Managing heavy material changes to minimize scrap and obsolescence, due to design changes during transition into commercial launch.
  • Supporting the supplier onboarding process.
  • Working with internal auditors to ensure procedural compliance and ensures department procedures are accurate and subject for unannounced external audits.


  • Bachelor’s degree required and/or 7 plus years purchasing / planning experience in the Medical Device industry and direct working experience in RD and manufacturing.
  • Strong negotiation, analytical, statistical and planning skills.
  • Sense of urgency, flexibility and ability to multi-task.
  • Project Management skills with the ability to develop strategic plans, coordinate projects, and communicate changes and progress.
  • GMP / ISO experience in medical device industry.
  • QAD MFG/PRO and QMS/CEBOS and electronic Doc Control System experience.
  • APICS CPIM Supply Chain Management Certifications / Classes.
  • Excellent verbal and written communication skills.
  • Ability to read and interpret drawings, specifications, documents such as safety rules, operating and maintenance instructions and procedure manuals.
  • Ability to write routine reports, procedures and correspondences, and to speak effectively before groups of customers, suppliers and employees of organization.
